前後の文脈はわかりませんが、上の英文だけを読んだかぎりでは、
free chapter が GPL に従っている限り公開するのは問題無いし、
印刷して売るのも GPL である限り問題無いと書いてあるように読
めます。ですから、出版社が独自に訳をした場合は公開する義務が
あるはずです。

英語版を出版している出版社が翻訳版を出すときに free chapters
を GPL で出すかどうかは、Karl さんと出版社との契約に依ると思
います。free chpaters を GPL として出版社に渡した場合は翻訳
も GPL で出す義務がありますが、出版用に別の license で契約し
た場合は出版社側に選択権が残ることになります。
