GNU ソフトウェアのドキュメントの中にも GPL になっているものは
例外的かもしれませんが、実はあることはあります[1][2]。
修正版の配布についてですが。

Texinfo という「プログラミング言語」で書いた「プログラム」と
みなしているということではどうでしょうか? この考え方は [2] の
最後の条文の括弧内の文章にも現れていると思います。

それに、cvs.texinfo の例でも亀井さんの引用した部分をみると、
修正版の配布は可能になっていますよね。
(この cvs.texinfo は CVS のどのバージョンのものでしょうか?
cvs-1.10 のものには「GPLのセクションはそのままじゃなきゃ駄目よ」
という部分が見当たらないもので。)
