すいません。本文をよく読んでいませんでした。CVS-NTは利用されているのですね。

単にNTサービスが起動されていない…ということはありませんよね？
馬場さんの手順には、readme.nt

にある、

* Run 'ntservice -i <cvsroot>' where <cvsroot> the directory (possibly
  empty) of the repository root
* To start the service type 'net start cvs' or use the service control
  panel
* To stop the service type 'net stop cvs' or use the service control
  panel

という手順が実行されていないように見えるのですが。

手元にNTサーバがありませんので、確認がとれません。
ご存じの方、replyお願いします。
